Paul Olivier has been elected to take over as Managing Director of Jeffares & Green Engineering & Environmental Consulting, as from 1 March 2015. He has been with the firm for 30 years.
Paul qualified at the University of Witwatersrand in 1982 with a B.Sc. in Civil Engineering, obtained a Diploma in Business Management in 1987 followed by a Master’s degree (cum laude) from the University of Pretoria in 1990.
In 1993 Paul was instrumental in forming Dynatest Africa, a specialist pavement engineering and equipment company jointly owned by Jeffares & Green and Dynatest International. He has been CEO of Dynatest Africa since inception.
He was also instrumental in forming the company Specialised Road Technologies in 1997, a specialist pavement surveillance and asphalt testing company.
In 2002 Paul was elected to the EXCO of Jeffares & Green and in 2004 appointed as Regional Director responsible for the northern provinces.
Paul has gained wide respect for his knowledge of pavement design and materials as well as for the management of pavements on all types of road networks as well as performance based contracts. He is frequently asked to assist in investigating the premature failure of pavements and to act as an expert witness in arbitration cases.
On reflecting his new position, Paul comments : “I am looking forward to the challenges in leading our 93 year old proudly South African owned company through the current era of our young democracy, where the need for our services and expertise in developing, rehabilitating and maintaining our infrastructure and protecting our scarce water resources is immense.” (words 258)
Phakamile (Phaks) Ngqumshe takes over from Paul Olivier as branch manager of Jeffares & Green’s head office in Sunninghill, Johannesburg on 1 March 2015 and simultaneously becomes regional director (northern region) and a member of J&G’s EXCO. He will continue to serve as a director of Transportation & Traffic Technology Africa and as a board member of Specialised Road Technologies.
Phaks joined J&G in 1996 as a junior technician at the Pietermaritzburg office (after receiving a study bursary from the firm in 1994). After a year in the design office, he was transferred site and while there he decided to further his studies by enrolling for a BSc. Eng. (Civil), which he completed at Wits in 2002.
Phaks has been involved in numerous roads projects ranging from pavement management systems, road rehabilitation and green fields construction, mainly on rural roads and highways. His involvement included field work, geometric and hydrological design, materials testing, supervision, documentation and contract administration.
Between 2006 and 2008 he completed an “Accelerated Development Programme” within J&G. It is a programme in which potential managers are identified and given accelerated training.
On his tenure with J&G, Phaks explains: “I believe I am one of a few from my graduating class who have stayed with one company. The reason? J&G’s commitment to its quality of work.
